Änderung der Aliyah Rechte

On August 12, Finance Minister Binyamin Netanyahu signed an order that will cancel some aliyah benefits previously accorded to new olim. The order still requires the agreement of the Knesset Finance Committee. If approved, the changes will go into effect on January 1, 2004
Cars: Under the current system, olim have been entitled to a reduction in customs duties and an exemption from purchase tax when buying a car within three years of their date of aliyah. These benefits will be cancelled.

Furniture: New olim will no longer receive an exemption on VAT when purchasing furniture made in Israel. However, they will continue to receive the exemption when purchasing electrical appliances made in Israel by licensed manufacturers. No change is scheduled for the tax benefit olim receive when importing household goods from their country of origin.

Returning residents and returning students: Will no longer be eligible for benefits when importing household goods and personal items nor will they receive tax reductions when purchasing Israeli-made appliances or furniture.

Changes in assistance granted by the Student Authority, effective beginning September 2003:
Changes in age criteria: An oleh wishing to study towards a bachelor’s degree, diploma or engineering degree must be no older than 25 when studies begin in order to be eligible for assistance. An oleh wishing to study towards a master’s degree must be no older than 27 when studies begin in order to be eligible for assistance. (These rules do not apply to olim who immigrated within one of the special frameworks of the Jewish Agency, who are due to begin their studies in September.)

Cancellation of assistance for a second bachelor’s degree and engineering studies: Assistance that was available to study for a second bachelor’s degree or towards engineering qualification for those already holding a bachelor’s degree has been cancelled.

Reduction of assistance for studies towards a master’s degree: A master’s degree student will be eligible to receive assistance towards tuition for two years, instead of three.

Assistance for students in private institutions: Students in private institutions will be eligible for assistance with tuition up to the same amount that would be paid in regular institutions.
